The Netherlands Gambling Authority (KSA) is known for not taking it easy on gambling operators who cater to the country’s residents without a license. Its latest target is Starscream Limited, to which it is threatening a €280,000 ($321,000) fine per week up to a maximum of €840,000 ($962,000).
The KSA says that the Starscream-operated sites allstarzcasino.com, rantcasino.com, and sugarcasino.com have all offered illegal gambling to Dutch players and is demanding that they stop.

The investigation into the sites dates back to June 2024, when the KSA first looked into sugarcasino.com and rantcasino.com. On the former, a KSA supervisor was able to create and fund an account from the Netherlands. Not only that, but the instructions on how to deposit money were in Dutch.
The same thing happened on rantcasino.com. On both sites, the KSA agents were also able to play real-money games after making their deposits. KSA added that neither site tried to stop the staffers at any point.
In September 2024, KSA agents tried again with the same results. They made a third attempt in December 2024, this time finally blocked from doing anything. At allstarzcasino.com, though, they successfully registered, deposited, and played for real money.
“The Netherlands has a regulated gambling market to better protect players. The KSA therefore takes tough action against illegal supply,” the regulator said in a statement.
Starscream has not been fined yet, just warned. It can avoid financial penalties if it quickly stops offering its gambling products to Dutch residents.
