Maine Chief Regulator Facing ‘No Confidence’ Revolt by Casino Inspectors

Maine’s chief gambling regulator, Milton Champion, is facing a rebellion from his casino inspectors who accuse him of unilaterally “deregulating casinos … without input from the voting public” and of creating a “deeply dysfunctional and toxic workplace environment.”

All nine inspectors under Champion’s control signed an open letter published Wednesday by the MSEA-SEIU Local 1989 public services union. The letter expresses no confidence in Champion, who has been executive director of the Maine Gambling Control Unit since 2016.

An accompanying press release by Local 1989 notes that recently enacted changes to working schedules are preventing the inspectors from overseeing the state’s two casinos, the Oxford Casino and the Hollywood Casino Bangor, on Sundays and Mondays.

“Casino gambling … was a highly contentious issue in Maine in 2003 when it was passed by voters and legalized,” Mark Brunton, president of Local 1989, said in a statement. “One of the concerns was to make sure it was well-regulated to protect the citizens of Maine. That’s the important role that our inspectors play. They need to be on the job whenever the casinos are open.”

‘Undermining the Board’

 The inspectors’ letter claims that Champion “does not respect” the oversight of the Maine Gambling Control Board because it has denied his proposals in the past.

Now, rather than subject himself to the checks and balances of the Board’s oversight function, Milton Champion is circumventing the Board altogether by making unilateral decisions that completely undermine the Board’s ability to oversee gambling matters in Maine.”

The inspectors claim that “many of these decisions make very little sense, are based on false data, and have irreparably harmed the Maine Gambling Control Unit’s ability to regulate casino gambling.”

Additional grievances include Champion’s alleged failure to “correctly pay” his inspectors for services rendered and refusal to discuss all of the above issues.

“We must make it known that Milton Champion has repeatedly shown a lack of respect for our legal rights and processes spelled out in our union contract, has retaliated against us individually and as a group, and has created a deeply dysfunctional and toxic workplace environment,” the letter states.

Champion Blunder

Champion hadn’t responded to a request for comment on the letter from Casino.org at the time of publication. However, Steven Silver, chair of the Maine Gambling Control Board, told The Portland Press Herald that “from a purely operational standpoint, things have been running very smoothly and very profitably under Director Champion.”

Silver also acknowledged he was aware of complaints about a hostile work environment and had concerns over the decision-making that went into the schedule change.

This is not the first time Champion has found himself in a sticky situation. In May 2024, he was placed on administrative leave over a tweet that used a sexist pejorative and another that could be perceived as supporting a white nationalist march.

On May 6 of that year, the regulator replied to a poster’s opinion that referring to a group of women as “ladies” was inappropriate.

“In this day and age, I guess ‘bitches’ is better,” he suggested.

Then, just over a week later, he reacted to images of a white nationalist march on the US Capitol with: “At least they are not burning down or looting stores.”

Google Updates Gambling and Games Policy

An update is coming to Google’s gambling and games policy. Under the new policy, advertisers with the gambling and games certification will have until November 2024 to recertify or be found in violation of the Google Ads Circumventing Systems policy.

Google wrote, “In November 2024, the Google Ads Circumventing Systems policy will be updated. Advertisers with the Gambling and games certification must recertify or stop relying on the certification to advertise products in scope of the Gambling and games policy if a material change has occurred since the certification application was submitted.”

Failure to comply with these changes means holders must either stop relying on the certification to advertise products or face suspension of their Google Ads account “upon detection and without prior warning.” Google added: “and you will not be allowed to advertise with us again.”

Advertisers are required to recertify or stop relying on their certification if they have experienced a material change since the certification application was submitted.

As reported by Search Engine Roundtable, material changes include, but are not limited to:

  • Changes to advertiser’s product offerings which are inconsistent with any license or approvals provided to Google
  • Changes to advertiser’s compliance with applicable regulations
  • Changes to advertiser’s licensure or other compliance with Google’s Gambling and games certification requirements
  • Changes to an advertiser’s address or payment methods are not considered material changes

As Mega Millions Grows, Here Are the Most Commonly Drawn Numbers

No Mega Millions ticket has matched the five white balls and gold Mega Ball since June 4 when a ticket sold in Illinois claimed a $552 million jackpot. There have been 26 drawings since, with tens of millions of tickets sold, without a single one matching the night’s six winning numbers.

Tomorrow at 11 pm EST from the Mega Millions draw studio in Atlanta, five white numbers from a pool of 90 balls and a gold Mega Ball from a pool of 25 will be drawn. Most Mega Millions and Powerball players use the quick pick function to select their ticket numbers. But data suggests you might improve your odds ever so slightly by taking the time to carefully pick your six numbers.

According to USA Mega, an online database that tracks Powerball and Mega Millions draws, wins, and lottery news, the white Mega Millions Nos. 3 and 10 are drawn more often than any other number in the 90-ball pool.

Thailand’s black market

Most forms of gambling, except the national lottery and betting on horse racing are illegal in Thailand. Former governments have attempted to liberalize gambling laws in the country but have typically met fierce opposition from conservatives.

However, underground casinos remain prevalent in Thailand, and illegal online gambling has continued to proliferate.

Meanwhile, many of Thailand’s neighbors, including Myanmar, Singapore, and Cambodia, have legalized casinos, drawing in significant revenue from both tourism and domestic gamblers.

Former Prime Minister Thaksin Shinawatra had previously attempted to legalize casinos, and backed the plan in a dinner speech last month, citing the potential revenues from taxing an already thriving illegal market.

Former Prime Minister Srettha Thavisin had given his support to the bill, but was ousted by a court decision on August 14. He was then replaced by his ally and daughter of Shinawatra, Paetongtarn Shinawatra, who pressed ahead with the plans.

Legislation set out

Draft regulations for legalized casinos in Thailand allow for an initial license of 30 years, which must be renewed every ten years. Gambling licenses will cost TBH 5bn ($148.48m), with an additional annual fee of TBH 1bn ($29.69m). The government also plans to introduce a 17% tax on gaming revenue for all license holders.

The role of a casino inspector is to ensure that gaming properties are compliant with all relevant rules, including inspecting table games, gaming equipment, and the cashier cage.

The inspectors even have ongoing complaints regarding incorrect pay and say their boss has refused to come to the table to discuss changes regarding remuneration and work schedules, which means that inspectors no longer oversee the operations at the two casinos in Maine on Sundays or Mondays.

An uncertain next step

Maine Gambling Control Board Chair Steven Silver acknowledged to the Portland Press Herald that he saw the letter and he has some concerns about the decision to alter the schedules. He did note that everything had run “very smoothly and very profitably” under Champion’s leadership.

Atlantic City Casino Union Drops AFL-CIO Membership Over Smoking Saga

The AFL-CIO, or American Federation of Labor and Congress of Industrial Organizations, represents both leading casino unions in Atlantic City. The United Auto Workers (UAW) Region 9 represents Atlantic City table game dealers at the three aforementioned properties, while Unite Here Local 54 represents nongaming workers at all nine casinos in town.

UAW Region 9 Director Daniel Vicente Jr. revealed to NPR on Wednesday that the union’s New Jersey chapter will terminate its AFL-CIO membership after the national trade federation worked against its efforts to extinguish indoor casino smoking in Atlantic City.

I cannot express how furious our institution is at the New Jersey state-level AFL and the other unions that filed an injunction status against us,” Vicente said. “This is a moral, health, and safety issue.”

In April, the UAW helped casino workers file a lawsuit against the State of New Jersey, Gov. Phil Murphy (D), and NJ Health Commissioner Kaitlan Baston challenging the state’s permittance of casino smoking in designated areas. The lawsuit alleged that casino workers’ rights to personal safety in the workplace were being violated. 

Union Bickering

While the UAW wants casino smoking banned to protect its table game union members, Unite Here doesn’t. Local 54 represents resort workers employed as housekeepers, servers, bartenders, kitchen staff, bellmen, and porters. The Unite Here chapter believes a smoking ban would lead to reduced gaming revenue and threaten some 3,000 jobs.

Unite Here, with assistance from the AFL-CIO, filed an injunction in the UAW’s smoking lawsuit arguing a tobacco ban would threaten the health of the Atlantic City economy.

“A total smoking ban would place thousands of jobs at risk, endangering the wages, health, welfare benefits, and retirement benefits of Local 54 members and their families,” the union wrote in the Superior Court filing.

Superior Court Judge Patrick Bartels ultimately ruled in the casinos’ favor on grounds that the state’s smoking carveout for casinos doesn’t violate workers’ protections under the New Jersey Constitution.

Vicente took issue with the AFL-CIO not supporting the UAW’s efforts to provide safe workplaces for its members.

That organization has been actively undermining our efforts to protect the health and safety of our members,” Vicente declared.

The AFL-CIO says on its website that it brings together 60 national and international unions to collectively bargain on behalf of their 12.5 million members for better pay and benefits, worker rights, workplace health and safety, and gender equality.

Casino Smoking Debate 

Anti-smoking opponents in New Jersey aren’t buying what Unite Here and the nine casinos are selling in claiming a tobacco ban would lead to gaming revenue declines. They point to nearby Philadelphia where Parx Casino just north of the city is the top gaming revenue generator among Pennsylvania’s 17-casino industry.

Parx and its sister property, Parx Casino Shippensburg, are the only two smoke-free casinos in Pennsylvania. Smoking proponents claim Parx’s success is because nonsmokers have made it their preferred gaming destination while the other casinos in the Philly region continue to share the smoking demographic.

Unite Here Local 54 President Donna DeCaprio, who celebrated Bartels’ ruling, said the union “has been instrumental in creating a safer environment for both workers and customers” and “will continue to focus on solutions that both improve workers’ safety and protect their jobs.”

Study: Illegal Sports Betting Rate in Massachusetts Remains Unchanged

Illegal betting on sports in Massachusetts has largely remained unchanged following the commonwealth’s embrace of the expanded gambling activity.

Legal sports betting began at the state’s three brick-and-mortar casinos — Encore Boston Harbor, MGM Springfield, and Plainridge Park — in January 2023. Online sportsbooks commenced operations two months later in March.

Along with generating new revenue by levying a 20% tax on online betting and a 15% tax on in-person proceeds, rates that are expected to raise upwards of $60 million annually for the commonwealth, Massachusetts lawmakers reasoned that authorizing gambling on sports would hurt the black market. A recent report from the UMass School of Public Health and Health Sciences suggests that hasn’t necessarily been the case.

According to the school’s Social and Economic Impacts of Gambling in Massachusetts’ summer update, there has been “no change in the proportion of monthly gamblers … who had engaged in any illegal sports betting between 2022 and 2023.” The UMass researchers did find a decrease in the proportion of monthly sports bettors who engaged only in illegal sports betting, but concluded that Massachusetts’ regulation of sports gambling “was not a substantial recapture of illegal sports betting revenues.”

Concerned Commissioners 

UMass researcher Rachel Volberg recently presented the July findings to the Massachusetts Gaming Commission (MGC). Though the July update focused on problem gambling rates, commissioners said their interest was piqued by the illegal betting data points.

A lot of the reason we wanted to make sure this is done and done correctly, sports wagering, is that we want to stamp out the illegal market,” said MGC Interim Chair Jordan Maynard. “The illegal market is not a victimless place.”

Maynard said the regulated space provides numerous consumer protections that aren’t available in the underground and offshore markets, including responsible gaming programs, player complaint resources, and guarantees that bets will be paid and account withdrawals will be executed.

Commissioner Eileen O’Brien said she can understand how an online sports bettor might be tricked into believing an unregulated, offshore sportsbook website is a legal operation. She said the state must do more “to continue to educate consumers” about what is and isn’t permitted sports gambling.

More Data Needed

Since legal online sports betting in Massachusetts — the preferred wagering method in states where both retail and internet sportsbooks are allowed — is only 17 months into existence, Volberg told the MGC that more time is needed to hopefully transition more bettors from the illegal market.

Many jurisdictions have found that it can take a substantial period of time for sports bettors to migrate fully from nonregulated to regulated providers,” she explained.

Sports betting has provided a substantial revenue windfall for Massachusetts. The MGC says since the first legal bet was wagered in January 2023, the state has collected $166.6 million in sports gambling taxes and fees.

Connecticut is one of only seven states with legal online casinos, with iGaming launching in the Constitution State in October 2021.

DraftKings also needs to regularly inform the regulator about new games and prove their payout rates are greater than zero, while immediately reporting any issues that arise.

A man filed a lawsuit last week against The Venetian Resort Las Vegas after he was allegedly bitten by a scorpion on his testicles when lying in bed. Michael Farchi claims the incident ruined his sex life with his wife and left him with PTSD.

The incident took place at the end of 2023; the 62-year-old described the sensation of the sting as getting stabbed by “sharp glass or a knife.”

Farchi saw a scorpion on his underwear upon running into the bathroom. After reporting the matter to staff, he claims they laughed about it and didn’t take him seriously. He underwent treatment at both the Summerlin Hospital in Las Vegas and the UCLA Medical Center in Los Angeles.

Billionaires Jockey for Slice of Thailand IR Casino Market With Projects in Bangkok, Phuket

The removal of Thailand’s Prime Minister Srettha Thavisin in mid-August because of a bribery scandal has done little to affect the optimism of major investors hoping to cash in on the national plan to establish IR casino resorts in the country by 2027.

Instead, an in-depth column in Asia Gaming Brief on Tuesday by former Genting and Hard Rock International executive Daniel Cheng, revealed the opposite to be true. The appointment to Prime Minister of Paetongtarn Shinawatra, daughter of casino-supporting former PM Thaksin Shinawatra has, over the past two weeks, emboldened the interest of would-be IR casino suitors.

Thaksin’s first public speech last week, in which he stressed the importance of the government prioritizing casino legislation, has opened the floodgates of interest. As Cheng noted, following the ex-PM’s dinner event speech, “a veritable row of Thai billionaires quickly formed as major conglomerates lined up for the lucrative entertainment complex licenses.”

Cheng stated that each suitor was on the Forbes list of Thailand’s richest people and that they are preparing IR projects from Bangkok to Phuket. One of the plans was unveiled last week by The Royal Turf Club of Thailand (RTCT) for a THB200bn ($5.8bn) IR casino project in the Thai capital, a move allegedly backed by the Thai royal family.

Opportunity knocks

An RTCT spokesperson told the media that its proposed The Royal Siam Haven complex will “cover a vast area” and include horse racing in addition to casinos. The spokesperson added that an investment partner has already signed a memo of understanding “with five foreign and four Thai partners.”

Five major international firms, namely Caesars Entertainment, Hard Rock International, Las Vegas Sands Corporation, MGM China Holdings Limited, and Wynn Resorts have all expressed interest in entering the IR race.

One of the Thai names recently linked to the IR project is Supaluck Umpujh. The business matriarch owns the Mall Group and hosted the ex-PM’s dinner talk at her firm’s flagship mall Siam Paragon.

With 45% stock, Bangkok Airways is the largest shareholder in UTA, which is owned by business tycoon Prasert Prasarttong-Osoth, who ranks sixth on Thailand’s Forbes list.

According to Cheng, the Prasarttong-Osoth family’s holdings include Thailand’s biggest private hospital operator, BDMS. Ownership of the hospital business opens up the potential of a medical tourism-focused IR if UTA secures a license.

The third Thai entity making moves is led by two brothers who hold second spot on the Forbes list, after they built up a vast telecoms and food empire. The Chearavanont siblings’ Charoen Pokphand Group is eyeing an IR in Makkasan, which is in the heart of Bangkok.

Makkasan will be a major station on the high-speed rail link between U-Tapao, Don Mueang, and Suvarnabhumi Airports. Charoen Pokphand is building the project with the State Railway of Thailand as part of a $6.5bn “public-private partnership deal.”

Macau the inspiration

The interest shown by Thai billionaires in the IR opportunity stands in stark contrast to Japan, where private investors were cautious about casino investments. Japan’s caution means its first IR in Osaka is expected to open by fall 2030, whereas Thailand expects to open its first IRs in 2029, or by 2027 as ex-PM Thavisin had hoped for.

There is a huge appetite for gambling in Asia, with the success of Macau inspiring the likes of Thailand and Japan to enter the IR market. According to analysts, Macau’s GGR for August hit 81% of 2019s, its best performance since the COVID-19 closures.
